Grants Program on Promotion of NGO Coalition Networking

II Stage

Program Goals

To promote cooperation among Georgian NGOs;
To jointly define and solve the priority problems facing the society by the partner NGOs;
To jointly lobby social interests and protect these interests in front of the Government.
To develop NGO, government and business sector partnerships for achieving common decisions


Grants Program Requirements

The NGO collations consisting of local non-profit entities registered in Georgia in due procedure of law that have passed through the first stage of the competition and have submitted relevant application forms to the Foundation are eligible to participate in the competition.

One and the same organization is allowed to participate only in one of the competitions announced by the Horizonti Foundation and to submit only one proposal. The organizations are not allowed to change the coalition member organizations on the second stage.

Each associate within a coalition will be deemed as co-applicant, and in case a grant is awarded, a multilateral contract will be concluded, wherein duties and responsibilities of each associate in regard of the donor and the project will be defined. All the decisions referring to the project taken during the project implementation will be reached through consensus.

The sum will be transferred to the bank accounts of the applicant organizations, members of the coalitions.

Project financing will be seized if the coalition is not be able to keep its members; if any member organization of the coalition fails to implement activities envisaged in the project.

Proposals that besides the coalition partnerships envisage lobbying of social interests to the Government and development of partnership relations with Governmental and Business structures will be given priority during the competition. It is desirable that the submitted projects focus on joint efforts for solving the problems connected to establishment of democratic governance in the country.


The proposal should consist of the following parts:

The letterhead;
Information about the applicant organizations;
Information about the NGO (NGOs) participating in the project;
Project idea (problem description);
Working plan (project implementation schedule);
Expected results, monitoring and evaluation;
Budget.


1. The Letterhead:

The letterhead should contain a title of the proposal and the names of applicant organizations. Managing and representative authorities of each organization should sign the letterhead and a seal of the relevant organization should witness their signatures. The letterhead should contain the information about the amount requested from the Horizonti Foundation and the amount of cost share of the applicant organizations. The letterhead should also contain contact information of the person responsible for relations with the foundation.

2. Information about Each Coalition Member Organizations:

Organization name, date of founding, main goals; name of the registering body and register number;
Address; telephone, fax, E-mail;
Bank account number;
Person responsible for implementation of the project from each organization (one person from each organization) and his/her position at the particular organization;
Brief annotation of projects and programs implemented in association with the Governmental Structures in the past, sources of funding and concrete results of these projects/programs;
Projects that the organization has been implementing during the past two years (if existing).

The organizations should also point if they have presented this particular project to other foundations or donor organizations (specifying the title of the project and the date of its presenting).

3. Information about the Governmental or Commercial/Business Structures Participating in the Project:

Exact title of the structure;
Sphere of activities;
Address, telephone, fax, E-mail;
Names and positions of project participants and of the persons responsible for the project;
Past experience of cooperation with NGOs.

4. Project Idea (problem description)

Each Applicant organization is required to:

To identify and verify jointly the actuality of the problem set by the project;
To verify the necessity and suitability of cooperation between relevant NGOs in regar to the problem resolution;
To define concrete objects of the project;
To define location (locations) of the activities envisaged by the project;
To identify the responsibilities of partner organizations regarding the project;
To define the ways of implementation in details, i.e. What are the project objectives and who will participate in the project implementation?
To define the mechanisms for lobbying of social interests.

5. Working Plan (project implementation schedule)

The applicant coalition is required to present the detailed joint and individual working plans of all the members of the coalition. The project should be broken down according the months. In particular, the organization should point important events and dates of their implementation with maximum preciseness. Besides, the working plan should be presented in graphic (as a table) form. The working plan should also point out the organizations responsible for implementation of each activity.

6. Expected Results, Evaluation of Effectiveness, Sustainability Indicators, Monitoring

The applicant coalition and its member organizations are required to point out the following:
Expected, concrete results of the project (point out figures in case the results of the project are measurable);
How will the project activate cooperation between NGOs, Government and Business Structures in regards of the problem resolution;
The evaluation criteria and indicators for successful resolution of the problem;
How do the organizations plan to continue partner activities in future and what is the role of each sector;
Project sustainability evaluation indicators;
How will the coalition present the results of the project to the society?

7. Main Criteria for Project Evaluation

Is the project written in accordance with the application;
Are the missions of the partner organizations relevant to the project idea;
How actual is the problem set in the project;
Is the necessity of cooperation between relevant NGOs verified regarding the problem stated in the project;
How well are defined the roles and responsibilities of partner Governmental or Business structures in the project;
How realistic are the ways of problem resolution and results achievement;
How realistic is the project effectiveness evaluation and what are the sustainability indicators;
Does the working plan correspond to the objectives of the project;
Does the working plan correspond to the budget and how rational is the presented budget;
Do the individual working plans and budgets of each partner organization correspond to the general budget of the project.

8. Budget

The applicant a) coalition and b) each organization is required to present the financial grounds of the project (coalition budget and the budgets of each organization) broken down in time according to the working plan both in national currency and USD;
The whole budget should be presented in a graphic (table) form;
The amount of money indicated in each category of the budget should not exceed the market value/price of the corresponding item or service;
The project duration should not exceed one year;
The applicants should use the budget developing guidance attached to the participation requirement principles of the program, while working on the budget;
In case if the salaries are required for project participants through the project, their whole amount should not exceed 30 % of the project total budget. The budget should include income and other taxes from salaries;
If the project envisages purchasing of equipment costing more than 300 USD, the organization should attach three possible versions of an item’s value from different companies.

The project budget should not exceed 25 000 USD equivalent in national currency. The applicant coalitions (NGOs participating in the project) should envisage their own contribution (cost share) that should not be less than 25% of the total budgets of their projects. Such cost share can include labor, office space rent, office and other equipment, other material values, as well as funds. It is desirable to co-fund the projects.

Three coalition projects can be financed.


Other Requirements:

Proposal should be submitted in two copies in Georgian along with the following documents:
The copies of legal registration documents of participant organizations and lists of their managers and board members (one copy);
Partnership contracts between NGOs regarding the joint project implementation with precise definition of their responsibilities. The contracts should be signed by authorized persons (the proposal should be the indivisible part of a contract; the signatures should be witnessed by the seals of each organization);
The detailed biographies (CVs) of the project coordinator, other members of working team, participants and volunteers, if needed, with indication of their responsibilities in the project implementation process;
Brief autobiographic data of the persons participating from partner Governmental or/and business structures and their responsibilities in the project;
The organization should present concrete topics and names of participants of working meetings, open discussions, seminars or trainings if any of these are envisaged in the project;
If the project envisages invitation of experts the organization should present their names, professional experience, exact responsibilities in the project, duration of work; besides, the letter of confirmation to participate in the project should also be attached;
If the project envisages different type of publications the organization should present them for discussion and submit their content, indicate circulation scope, format, number of pages, frequency and mechanisms of distribution.


Competition Procedures

The deadline for submission a project and other documentaries for the competition was November 29 2002, 16 P.M.
The screening of project submitted to the Grants Program is conducted on a competitive basis; Grants Advisory Board of “Horizonti” Foundation makes the selection among the submitted proposals. The Director of the “Horizonti” Foundation makes the final decision regarding the recommended projects.
The winner organizations will be notified about the results of the competition during the three weeks after the program deadline.
The Horizonti Foundation transfers funds according to stages. The amount of money for the first stage will be transferred to the organization during the ten working days after signing the contract.
The amount of money for the second stage will be transferred after concluding the first stage activities if the site-visits and program and financial reports of the coalition member organizations will be evaluated satisfactorily.
