Horizonti Foundation Organizes a Conference on Partnership for Better Results

Horizonti Foundation announces a Conference on Partnership for Better Results, which will take place on March 12 –13, 2004 at Sheraton Metechi Palace , Tbilisi , Georgia .

Senior Georgian government officials, business and NGO leaders, representatives of the international organizations and donor agencies will discuss the strategies and opportunities for the development of cross-sectoral partnerships in Georgia .

NGO News

River Protection Eco-Clubs

Rustavi Parents and Teachers Association completed the pilot project entitled “River Protection Eco-Clubs” which was financed by Development Alternatives DAI/USAID. The aim of the project was to support the establishment and development of youth eco-clubs in the towns of Rustavi , Bolnisi and Marneuli. The students were given the opportunity to become involved in eco-clubs at their schools. They first were given film in to take two photos that showed what they like and what they dislike of rivers. These photos were used for the desk calendar, which was printed and disseminated through the participating schools, governmental structures, NGOs and the media.

The exhibition of these photos taken by the children and the calendar were held in the office of Rustavi Parents and Teachers Association on January 29.

Society and Art Images

In spring 2003 IRIS announced the program on “Human Rights is a part of Georgian Culture” through the Horizonti Foundation. The Union “Alfami” won in this program with the project “Society and Art Images”. The project aimed to bring human rights issues to the society through modern fine arts. The first exhibition started on February 11 in the hall of Rustavi State Drama Theatre and will last until February 21. The participants are: Irina Abjandadze with photo exhibition called “The Victim” against violence and Sofia Cherkezishvili with fine arts exhibition called “Don't Be Weak” against nihilism.

CBO “Start”

 Zugdidi CBO “Start” is implementing the project “Creation of Farming” in the village Anaklia with financial support of Swedish Agency for Cooperation and Development. The aim of the project is to develop agriculture and to support the employment of the population. The result of the project /20 hectare corn/ proves the viability of the project. This project is the fifth successful project of the CBO “Start”. The organization has implemented following projects: 1. Building Open Sport Complex in Anaklia /with own financial sources/; 2. Building the Community Center /Care/; 3. Creation of Computer Study Center /Open Society -- Georgia/; 4. Reanimation of Anaklia Water Supply System /Care/.

Project on Forest Development

The Center for Forestry Sector Development is implementing the project for Forest Development which aims of to increase the level of contribution of the Forestry sector in economic development and its role in poverty reduction in Georgia . The Swedish Consultation Group “ScandiaconsultNatura” is working out the statement on “Defining the rights of local self-governing and governing bodies within the sphere of local forestry fund management and working on rules separating the State Forestry Fund from the Local Forestry Fund” under the project. The first version of this statement was discussed on January 16, 2004 in the Ministry of Environment, Mr. Merab Machavariani.

NGOs working in the environmental sphere are often dissatisfied with the absence of the national forestry policy and strategy as a general document. The State Department of Forestry of Georgia raised grant amounting to 300, 000 USD that will be used for developing forestry policy and strategies. Key participants in this process and the procedure of defining effective forestry policy and strategy planning will be identified during the workshop that is scheduled for April.

Project Presentation

On January 23 was held the presentation of the European Union-funded Health

Care Reform project. "Development of a Regional Master Plan for Primary Health System of the Kakheti Region" is the first phase in an ongoing master planning exercise to help the Ministry of Health, Labor and Social Affairs to develop an effective primary health care system in Georgia .

Round Table on Penal Issues

NGOs and individuals interested in penal issues were invited to the round table meeting on February 6 at the Penal Reform International office in Tbilisi to hear presentations from the Former Political Prisoners for Human Rights (FPPHR) and the Centre for Protection of Constitutional Rights (CPCR).

The reporters discussed the results of a six month study implemented on the local public control commissions-local prison monitoring groups set up under Georgian Law and the progress made on the development of the new criminal executive code.

Danish Refugee Council Announced Tender for Georgian NGOs

Danish Refugee Council (DRC) announced tender for Georgian NGOs. The aim of this tender is to support the civil society development by using more competitive model. At the same time it focuses on refugee oriented coalitions.

The tender gives the NGOs oriented on refugee issues and member organizations of the “Imereti NGO House” the opportunity to deepen cooperation and to rise their effectiveness and services in order to satisfy the needs of IDPs and vulnerable population living in Imereti, Samegrelo, Guria and Racha.

The coalitions should consist of civil society organizations; although CBOs, private institutions and Governmental Structures are also welcome to participate.

The deadline for application submission is February 27, 2004.

USAID/Caucasus Georgia Enterprise Growth Initiative
Competitive Grants Program

 Bearing Point, Inc. announces Round I of the Competitive Grants Program of the Georgia Enterprise Growth Initiative (GEGI). Funded by the United States Agency for International Development, in accordance with the Foreign Assistance Act, as part of the Agency's support for private sector development in Georgia . GEGI's overall approach is to work with the private sector, business associations, and other concerned civil society organizations to identify specific policy, legislative, regulatory, implementation, and other barriers to enterprise growth and help effect reforms that will improve the business environment in Georgia and, thus, promote economic growth.

The central purpose of the GEGI Competitive Grants Program (CGP) is to provide competitive opportunities for resident Georgian NGOs with major interests in the business sector to participate in achieving the goals of private sector development by undertaking projects that fall within the overall scope of the National Business Agenda (NBA) and/or support GEGI's mainstream objectives. Projects funded under the program must clearly and directly contribute to resolution of a problem or problems within a specific area of the NBA. Successful applications will address specific issues, be results-oriented, and be self-contained.

In Round I, GEGI is requesting applications for projects that are six, nine, or twelve months in length and have budgets between US$10,000 and US$60,000. Applications must follow the directions in the official Request for Applications in order to be considered. The RFA will be released in late February 2004 and the application deadline is March 5, 2004 by 16:00. Applications may be requested by sending an e-mail to: isalukvadze@BPoint.ge.

Let's Maintain Old Tbilisi

Georgian Cultural Heritage Information Center in cooperation with ICOMOS Georgia National Committee, Institute of Georgian Art History , and State Department of Heritage Protection, organizes an exhibition and advocacy campaign in the historical part of Tbilisi to reveal the most inappropriate modern constructions. The activity is planned for February 2004.

The following nominations will be considered:

1. Most out-of-scale construction
2. Ugliest construction
3. Most unprofessional construction
4. Most aggressive construction

Additional nomination: Most unreasonable legal action violating cultural heritage in the historical part of Tbilisi .

All who care about the uniqueness of Tbilisi are welcome to submit information.

Russian Community Education Development Centre (RCEDC) issued the book "Let's be friends!” -- This book is a collection of study and methodological materials concerning tolerance and multiculturalism (217 pages A4, in Russian).
