Horizonti, the Foundation for the Third Sector, upon agreement with IRIS Georgia and with the financial support of the United States Agency for International Development, announces the Public Officials for Combating Corruption Grants Program. Within the framework of this program, grants will be awarded on the competitive basis and in compliance with the Law on Grants, other legislative acts, and also with IRIS policies and procedures.
IRIS GEORGIA PROGRAM BACKGROUND:
I. THE GRANTS PROGRAM OBJECTIVES
Studies reveal that in many cases public awareness and anticorruption campaigns launched by NGOs in the area of administrative and human rights may not always produce expected results. As a result of the activities implemented by NGOs, many people may learn their rights vis-a-vis corrupt government officials, but many still do not believe that they can use this knowledge in real life. That often happens because the public officials, who are responsible for reviewing appeals and applications of citizens, believe that instructions of their supervisors are more important than the arguments of citizens and provisions of the law and the Constitution.
The effectiveness of public awareness and anticorruption activities can be increased considerably if appropriate high-level officials are somehow involved in the respective awareness campaigns and participate in the preparation of Public Services Announcements (PSAs), brochures, posters, billboards and other materials, where the fundamental administrative and human rights and freedoms secured by the Constitution of Georgia, legislative acts, and international treaties are clearly stated and explained. As a result, lower level officials will receive the message from the sources they acknowledge and obey (policemen from the Ministry of Interior, tax inspectors from the Minister of Finance, etc.). In order to help secure the cooperation on the part of ministries and other public authorities with the project, the PSAs, brochures, posters and other materials should mainly carry relevant quotations from the laws. It is recommended that these materials be co-signed by another high-level public official the Ombudswoman, head of the Parliamentary committee, etc.
Within the framework of this Grants Program, NGO(s) will be selected to present the most pressing themes for such awareness campaigns and the most creative and effective mechanisms for the distribution of the materials developed under the program. Close links to other most effective and promising anticorruption projects, including the government’s initiatives, is highly desired.
II. ELIGIBILITY, SUBMISSION OF PROPOSALS:
Resident non-entrepreneurial legal persons registered in a due procedure of law may participate in this Program.
Priority will be given to organizations that have:
